Ukraine opened a nationwide investigation into soldiers' payments five days ago. The State Bureau of Investigation has now charged a deputy commander of a separate security and servicing battalion in Odesa Oblast with issuing travel orders that sent his subordinates to fake combat groupings on paper, the bureau reported on 25 August.
