The Otemu Educational Foundation (OEF), founded by former Delta State Governor, Chief James Ibori, has announced plans to expand its scholarship programme to cover all nine states of the Niger Delta.
The scheme which started in Delta State will now empower brilliant young minds in Abia, Akwa Ibom, Bayelsa,Cross River, Delta, Edo, Imo, Ondo and Rivers.
