After a New York Fashion Institute of Technology student, Annabel Richter, died from a fatal dose of fentanyl in her dorm given to her by a man who raped her as she fell unconscious, the college is requiring all campus public safety personnel to carry portable Narcan as part of their uniform, according to the school’s president.
