A drone over M&T Bank Stadium during the Army-Navy game in December posed a security concern on a day when the president, governor and thousands of spectators gathered in Baltimore. The Secret Service says it used counter-drone technology in coordination with federal agencies. That may have been the right response. But the public still deserves a clearer account of what happened and how the response was coordinated.
