During the events of Dragon Ball Z, Super Saiyans hadn't been seen in so long that they had become merely a legend. Frieza feared them, Vegeta wanted to be one, but no one knew what a Super Saiyan actually looked like. In fact, most of the Frieza Saga treats Super Saiyan like a concept or idea. The fact that it's a full-blown transformation for Goku is actually a pretty big twist, especially relative to Frieza's many transformations.
