There is no question Chula Vista benefits from being the second-largest city in a county in which the largest city — San Diego — is coming off a chaotic stretch marked by both incompetence and obnoxious power plays.
But give Chula Vista its due: It is an unusually safe large city. Its problems with homelessness appear significantly less serious than most of the state’s coastal cities. And the California Policy Center gives its finances high marks in key areas like the size of general fund
