Police have charged a woman in connection with the death of an 18-year-old high school graduate who died of a drug overdose in Southington last year.
Phoebe Allen, 21, was taken into custody in New Britain on Thursday in connection with a warrant charging her with second-degree manslaughter, according to Lt. Matthew Hammell of the Southington Police Department.
