On September 11, 2026, Bengaluru entered its seventh year without elected corporators. That is not merely an unhappy civic statistic. It sits uneasily with the Constitution itself. Part IX-A, introduced by the 74th Constitutional Amendment, transformed urban local government from administrative convenience into constitutional governance. Article 243U fixes the life of a municipality at five years and commands that an election to constitute it be completed before that term expires. Article 243ZA
