Editorial: Hawaii need ‘Plan B’ for mail-in ballots

State lawmakers have wanted a “Plan B” in the event that the U.S. Postal Service could implement rules on handling mail-in ballots for the mid-term elections, a mere two months away. It seems that now’s the time for Hawaii to start putting that in place, and to prevent a hurried scanning process by postal authorities from going into effect.
