Ask almost any Hawaii resident and they will tell you we have enough visitors already. What has been missing is a plan to manage visitor impacts. Not long ago, Hawaii Tourism Authority pivoted its focus from tourism growth to tourism management. Its Destination Management Action Plans (DMAPs) are welcome tools for reducing conflicts at select island hotspots.
