Kokua Line: How are fines for disability parking enforced?

Question: I have a handicap parking placard. I forgot to hang it once and wow, are there ever repercussions! The fine is very high and if you want to fight it, you have to go to court and apologize and plead that you just forgot. For a kupuna already with a disability this is very difficult.
