John Phelan is out as the secretary of the Navy, the Pentagon announced Wednesday. Phelan, who this week attended the Navy League’s annual Sea-Air-Space symposium in Washington, is departing the role “effective immediately,” Chief Pentagon Spokesman Sean Parnell announced.
