“The MOU will build a pipeline.” This was the statement made by the prime minister in the House of Commons on Jan. 27. The prime minister was, of course, referring to the memorandum of understanding signed by the governments of Canada and Alberta in November. The MOU states that it will “enable the export of bitumen from a strategic deep-water port to Asian markets, including, if necessary, through an appropriate adjustment to the Oil Tanker Moratorium Act.” Read More
